Jack Parsons, PMP, RSE 

Jack Parsons

Jack Parsons is a Senior Project Manager, Construction QA Consultant, and Construction Contractor. He is the co-founder of K & P Contracting Ltd. (1976) and Heat Seal Limited (1982). He is a partner in LRM Solutions, and in Vales Development Inc. Jack has been involved in a huge volume of projects in commercial and residential building construction. He has also worked in larger industrial settings, such as Hibernia, Voisey's Bay Nickel, and the original (ca. 2002) Air Terminal Building (ATB) of St. John's International Airport (SJIAA). 


Jack earned his PMP (Project Management Professional) certification in 2000 and has built up a very extensive background in all aspects of the Building Envelope which consists of the elements of the outer shell that maintain heated, cooled, or dry indoor conditions and facilitate the climate control. He is especially focused on Quality Assurance. Jack is also considered a Building Science Expert and Building Code Expert. He has studied, taught, and implemented modern building science principles throughout the world. His expertise has been recognized by the Supreme Court of Newfoundland and Labrador where he has appeared as an expert witness on several occasions.

Jack is a CMHC Certified International Trainer, having presented workshops and seminars in many countries including China, the United Kingdom, and many others.  He is also a National Trainer for the National Building Code and Building Science, among many other subjects.

In summary, Jack has skills and expertise as a: 

  • Building Code Expert;

  • Building Envelope Specialist - Senior Level;

  • Building Scientist;

  • Trainer and Presenter at the International Level;

  • Project Manager of hundreds of projects over many years (35 as a PM and 18 as a PMP);

  • Energy Efficiency Expert, having designed and built the first R-2000 Home in NL in 1982, and the first Net Zero Home in NL in 2015, with hundreds of energy efficient projects in between;

  • Problem solver especially as it relates to water and air leakage through the Building Envelope;

  • Air Quality Specialist at the Residential Level.

​"Cost Control: Work Measurement Using Earned Value Techniques"

​Gary Kennedy, P. Eng., PMP, President of Linear Project Services Inc (LPS) and Vice-Chair of AvaLantic Alliance, offers an interactive two (2) day training workshop in St. John’s, NL, to enhance project team members’ cost control skills. The main thrust of this workshop is to empower the project team to develop an Earned Value performance system that will provide the necessary tools to measure the status of the project accurately & expediently.

Course Outline:

All sections of the workshop will be supplemented with both theoretical and practical knowledge as well as numerous examples. Class participation is highly encouraged. At the end of each section, the class will break into groups to work on exercises that are cumulative in nature. Each group will then be asked to present their results to the remainder of the class.


  • Introduction To Earned Value: The Basics;

  • Developing the Baseline;

  • Understanding how to “Earn” value - Performance Measurement System;

  • Establishing the Budget at Completion and Judging Performance;

  • Forecasting the Estimate to Complete;

  • Comparing the budget and the estimate at completion;

  • Building the Plan:

    • Establishing the Work Breakdown Structure (what will be done);

    • Establishing the Organization Breakdown Structure (who will do it);

    • The Cost Account (the intersection of the WBS and the OBS);

    • The Planning Package;

    • The Work Package;

    • Undistributed Budget;

    • Management Reserve;

    • Change Control;

  • Using the Data for Project Decision Making;

  • Class Exercises.


Course Objectives:

  • Learn terminology and indicators for earned value (EV) performance measurement;

  • Develop a performance measurement system using various EV methodologies;

  • Introduce basic scheduling techniques for determining scheduled EV;

  • Develop & interpret multi-level variance reports based upon the EV measurement system;

  • Forecast the Estimate to Complete and the Estimate at Completion using EV data.
